Project Manager (Hybrid Work Schedule) (FOPR 23-5 Airman Systems
Directorate Project Manager Support)
The 711th Human Performance Wing (711 HPW), headquartered at
Wright-Patterson Air Force Base in Ohio, is the first human-centric
warfare wing to consolidate human performance research, education,
and consultation under a single organization. Established under the
Air Force Research Laboratory, the 711 HPW is comprised of the
Airman Systems Directorate (RH) and the United States Air Force
School of Aerospace Medicine (USAFSAM). The Wing delivers
unparalleled capability to the Air Force through a combination of
world class infrastructure and expertise of its diverse workforce
of military, civilian and contractor personnel encompassing 75
occupational specialties including science and engineering,
occupational health and safety, medical professions, technicians,
educators, and business operations and support.
DESCRIPTION OF SERVICES:
The contractor shall meet all requirements per the basic contract
and provide professional and technical support to perform all tasks
in the following paragraphs to fulfill the requirements of this
task order. The contractor shall provide project management
expertise to support the Defense Health Program (DHP), Human
Performance Medical Research Portfolio within the Airman Systems
Directorate, Airman Biosciences Division (711HPW/RHB). The Airman
Biosciences Division is an international center for research and
technology evaluation in hazard mitigation, public health,
contingency operations, performance enhancement, human systems
integration, and clinical aerospace medicine disciplines including
aeromedical evacuation. This requirement is for project management
expertise that is to be located within the Biomedical Impact of
Flight Branch (RHBF).
- The contractor employee shall be professionally and technically
qualified with a minimum bachelor's degree from an accredited
institution in Computer Science, Business Analytics, Information
Management, and/or Information Technology with at least 3 years of
experience working for a federal or non-federal agency in a project
management and/or business analyst capacity. Relevant education
with a minimum bachelor's degree from an accredited institution in
Project Management, Business Administration, and/or Public
Administration, in conjunction with at least 7 years' experience
working for a federal or non-federal agency in a program analyst
and/or contracting (procurement) management capacity may be
considered an acceptable substitute.
- The contractor employee shall be familiar with standard project
management concepts and practices; and demonstrate implementation
of this expertise in the field and/or real-world scenarios. The
contractor will be required to implement business and project
management processes and complete actions/tasks to support research
planning, assessment, and execution.
- The contractor employee shall possess the ability to access and
interface with multiple databases and/or datasets of information,
to ensure appropriate research project assessments and reporting
feeds are available and incorporated into project management

and possess excellent communication skills.

Word, MS Outlook, MS PowerPoint, and MS Excel to support the
development and completion of products required for project
management and reporting presented/delivered to Major Commands,
higher level management officials and stakeholders as requested
(Semi-Annual Reviews, Quarterly and Ad Hoc Status Reports, and
Program Management Reviews).
- The contractor employee shall have a signed Non-Disclosure
Agreement (NDA) in place with their company based on the potential
access to confidential, proprietary, and/or sensitive information.
The NDA shall be provided to the Government Program Manager by
start of performance.
Highly Desired Qualification:
- The contractor employee possesses a Master's degree.
- The contractor employee has prior Department of Defense program
management work experience.
- The contractor employee has prior Department of Defense
contracting work experience.
- The contractor employee demonstrates experience with the
Comprehensive Cost and Requirement (CCaR) System.

DHP Human Performance Research Portfolio. The contractor employee
shall apply project management principles and expertise to guide
and execute multiple projects through the various steps of the
project life cycle.

quantitative project specific data to analyze and appraise project
performance information to draw conclusions and provide

reports from CCAR to track research and studies and analysis
project obligation and expenditure rates.

Research and Development (R&D) contracts and monthly reports to
track the progression of research multiple studies and analyze
project activity thru product delivery.
- The contractor employee shall pull and verify project
information from various sources to develop and finalize program
management products such as email correspondence, performance
reports, PPT presentations, and taskers.

to program managers, project team, scientists, and other end

to 711 HPW/RHB research and program management teams.
Work will be accomplished fulltime at an offsite location.
Occasional travel to Wright-Patterson AFB 45433 may be required for
meetings, as circumstances dictate.
Work schedule is normally Monday - Friday, 7:30 AM - 4;30 PM;
however, there may be times when it is necessary for the contractor
to work after duty hours in support of specific tasks. Although
schedule may have to be flexible, it will not exceed 40 hours per
Employee must be a U.S. citizen. For the purpose of base and
network access, possession of a permanent resident card ("Green
Card") does not equate to U.S. citizenship.
Contractor will be required to travel when authorized to
participate in customer business line related travel, to include
meetings and conferences, to fulfill respective mission goals. Such
travel will only be as directed and coordinated through the
Government two weeks in advance of all contractor travel in order
to obtain proper authorizations. The specific travel locations,
duration, and number of trips will be upon direction of the
Government without modification to the task order, as long as
adequate travel funding is available in accordance with the
resulting task order. When travel is identified, the contractor
shall provide an estimate of all travel costs by location, broken
out by item, to the Reef Systems' Program Manager and Government
for review prior to travel.
Position of Trust. All contractor personnel require a minimum of a
Tier 1 background check (T1)/SF85 for any position that requires
access to the internet, use of automated information systems to
cover standalone computers or unescorted entry into restricted or
controlled areas prior to reporting for duty in support of any
requirement. The investigation is not for a security clearance; it
is for a position of trust. This is a mandatory requirement set
forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security
Program. All documentation required for security certification
shall be the responsibility of the contractor.
