The Capture Manager (CM) is responsible for winning a business opportunity once TRS decides to pursue. The CM will oversee the opportunity pursuit through award. A major focus for the CM is to manage the transition from opportunity discovery to the proposal process. Once entering the proposal phase, the CM provides direct support to the Proposal Manager, i.e. ensuring capture hot buttons, themes, discriminators are properly documented in the proposal; contributing to and authoring content, as tasked; and providing review and edit throughout proposal phases.Overall, the CM is responsible for assessing the new business opportunity and making an appropriate recommendation to the CEOs (TRS Board) whether to invest in the pursuit. Once an approval is received, the CM develops and executes the Capture Plan (within the approved budget).
The following is a synopsis of expected CM responsibilities:

        • Perform program/opportunity assessment
        • Perform customer assessment
        • Perform competitor assessment
        • Perform TRS assessment

        • Develop and Implement Strategy

          • Develop win strategy
          • Initiate teaming strategy
          • Develop high-level proposal solutions
          • Determine technical solution

          • Engage Proposal Support

            • ID proposal team

              • Proposal Manager
              • Resources
              • Integrate Capture/Proposal teams together

              • Participate in proposal reviews


                • 10+ years of related experience. (5+ years related capture/business development experience).
                • 5+ yrs of Program or Project Management experience
                • Experience leading Capture and Pursuit efforts > $100M
                • Experience marketing capabilities to DoD customers.
                • The candidate must be an organized, aggressive, highly skilled professional, knowledgeable in government contracting with excellent collaboration skills.
                • Excellent communications skills.
                • Familiarity with online tools used by the Federal Government for solicitations.
                • Experience in supporting large business development programs focused on opportunity identification and development and long term strategy development.
                • Excellent interpersonal skills and the ability to gain support and establish working relationships with managers, peers and staff.
                • Proven record of success managing capture efforts.
                • Demonstrated skills in all areas of business development including: opportunity qualification, capture strategy, customer visits, customer relationship development, relationship development with competition, team leadership, etc.
                • Excellent written and verbal communication skills with outstanding interpersonal and negotiation skills.
                • Understanding and experience with AFLCMC/WNS and NAWCTSD customers.
                • Specific experience and understanding of Training System Support Center (TSSC) functions, Contractor Logistics Support (CLS), Distributed Mission Operations (DMO), Risk Management Framework (RMF), Mission System Engineering, and Contract Academic Training/Courseware Development
                • Ability to travel frequently

                  DESIRED EXPERIENCE:

                  • Master's degree in management, business or a related field is highly desired.
                  • Candidates must possess an active Secret security clearance with the ability to obtain a Top Secret and/or Special Access Program (SAP) clearances
